The Watcher (Cascius)
NPC Campaign 2A lieutenant of Wildharbour, proficient with necromancy far beyond his capability
The Watcher is a tiefling hex blade warlock, who wields the Wand Of Orcus, the wand has twisted him beyond natural and convinced him he has been chosen to overthrow the demon prince. His lieutenant status in the Khevasa Wildlands is mainly due to his ability to meet-out pain and suffering.
He is incredibly weak and talks with a cough and a splutter, preferring to spend his time within the Rose Keep, but when the opportunity to 'safely' exert the will of the wand.
His room is the 3rd on the left, from the stairway to the 3rd floor of the keep.
In campaign 2
The party met the Watcher near Wildharbour, raising zombie ogres and a bone-and-meat juggernaut with a Deathrider. He was new to the scene. His artifact, which channelled demonic power, kept up a ward against teleportation and planar magic in the arena's lower levels. SAM stole his staff, and the party killed him in 1034; his death dropped the ward.
