The Veil of Letherna

The Veil of Letherna is the perpetual shadow that hangs over Rookfall, keeping the city in endless twilight. It is named for Letherna, the ancient drow magician whose working it is, and was raised by the drow about four hundred years before 1040 PC to shield their kin from the sun; the artificers of old summoned it with anchoring artefacts. The shadow does not sustain itself: it is maintained through blood sacrifice.
The archfey Nathair told the party how that sacrifice feeds it: the souls of the dying are bound into the Lethernian Lattice, held between The Shadowfell and The Astral Sea so that they never rejoin the wheel, and their essence fuels the Veil. Even a powerful soul fuels it for only 60 to 80 years, so the Veil needs a steady supply. Notes in Undercommon in the margins of A Dwarven Book of Secrets and Loss speculate about harnessing it with "the magic of the source".
Lord Cedric meant to use the souls of The Lethernian Lattice to black out the entire sky; The Nocturnal Loom meant to use them to release The Harsh on this side of The Divine Gate.
