The Therian Confederacy

The Therian Confederacy (Theria; labelled Cheria on the old northern map) is the land of the bird peoples in the northern steppes. Its capital is the fog-bound City of Birds. The confederacy was formed about six hundred years before 1034 PC, when the elf Eilifir and the aarakocra Aviros (Elifir and Aviros) united the elvish and bird-people nations. Its motto, Unity, Strength and Resilience, is displayed in Auran and Sylvan. The city is a duocracy, with an aarakocra prime minister and an elvish prime minister, and "Confederacy" covers both governments. Ministers such as the Minister for the Advancement of Learning, Barnabas, report to the Sky Council.

Law. Two legal codes run side by side. Bird law applies to aarakocra and kenku; it allows polygamy and communal ownership, and it governs flight safety. Elf law applies to everyone else and is more dynastic. Shapechanging is heavily regulated.

Campaign 1. At the Therian embassy in Xinstock a bird-person mimicked the Fatemakers and shut the door on them. The Therians are wary of outsiders, and they were researching undead power. The City of Birds has the tavern the Emerald Feather (dwarf innkeeper Nainan) and Arius Hawksoul, whose kenku Door Slam arrests strangers. Their sea-stack prison, Vald Keep, was later abandoned to a Shadowfell incursion. After The Skyfire the Confederacy closed itself off, rumoured to be greatly diminished "despite its great propensity for magic, or perhaps because of it".

Campaign 2. Scribble is a Therian kenku. Master Longhand kept him informed through a Bragglands embassy, and in 1034 PC Scribble entered the Rookery College of Enchantment. The victory at Talonkeep emboldened the wizards of the City of Birds.

Campaign 3. The Confederacy was massing forces in the north in 1040 PC. The party passed through the City of Birds, buying broomsticks, on the way to the Plane of Air.

Campaign 4. West Keep, between the Confederacy and the Xinsi Empire, is one of the five cities where The SCP operate.

Most laws are shared, however laws related to marriage and property ownership are more specific, as are a few esoteric examples. For example, Elvish law does not allow polygamy, but bird law has no such restraint. Similarly, communal ownership is viable in Bird law, wheras elvish law in Theria is more dynastically oriented.

Broadly Bird law is for Arokokra and Kenku, Elf law for everyone else regardless of if they are a human or halfling or dwarf or dragonborn.

There are for example legislation related to flight and safety that is only relevant for arokokran, an elvish wizard who casts fly would not be subject to such laws.
